Winston: That's why they fell so far behind. They needed someone in the lab and with one hundred percent employment, everyone already had a job. There was no one available to hire.
Florence: So the only way to get new workers on short notice is to poach them from someone else? That must drive wages up.
Winston: Yeah. It turns out that trying to make an economy one hundred percent efficient isn't very efficient.
